Right of connection and Universal Service for consumers
As a user, you are entitled to be connected to the fixed network. The Universal Service is the set of services available to you at a given quality level and at an affordable price, regardless of your geographical location. The Universal Service is governed by the Electronic Communications Code - Articles 43-64 (Italian only)
Services included in the Universal Service
Services subject to Universal Service obligations are established every two years by the Ministry of Economic Development.
Currently these are as follows:
- the provision of access to the public communications network from a fixed location (Article 54), for voice, fax and data (at a speed of 56 kbps);
- the public telephone service (Article 56), which also allows free emergency calls;
- services for which special financial benefits are provided for disadvantaged categories, such as low-income families (50% discount on voice charge) and the hard of hearing (total exemption from voice charge).
Which operator is obliged to provide such services?
The company currently obliged to provide such services is TIM SpA (Italian only)
The Communications Regulatory Authority (Italian only) appoints the entity responsible for providing the universal service and determines the most effective method for ensuring provision at an affordable price (Article 53). It is also responsible for verifying the prices of universal service provision to end users and for adopting the most appropriate measures to enable users to control their expenditure (Articles 59 and 60).
How to obtain a landline phone connection
If you move into a newly built house without a telephone line connection, you must apply to TIM SpA for a new connection:
- by calling the customer service number 187 from landlines and mobile phones;
- via the operator's website;
- in person by visiting a Punto 187 outlet; There is a charge for this operation.
Alternatively you can contact another operator, who will provide the connection by making the arrangements with TIM and activating the telephone line. The costs incurred are variable.
If there is already a telephone connection in the house you are moving into, you can:
- ask your operator to move the line;
- take out a subscription with a new operator, requesting to keep the same number or applying for a new one. The costs incurred may vary.
