Support for mobile and personal communication services for deaf and blind users

What support is available for deaf users?

 

  • Deaf users are entitled to:

​50 free SMS per day + at least 20 gigabytes of data.

The price of the offer must not exceed 50% of the best price applied by the operator for current similar offers with the same volume of data traffic; in addition, the price of each other service (e.g. voice calls, MMS, etc.) within the offer must not exceed the best price charged by the operator to all other users for the same service.

Virtual mobile operators without offers matching the above use profiles must give deaf users a 50% discount on their best data offer, plus 50 free text messages per day.

 

  • Blind and partially-sighted users are entitled to:

​2000 free minutes of voice calls and at least 10 gigabytes of data.

The price of the offer must not exceed 50% of the best price applied by the operator for current similar offers with the same volume of data traffic; in addition, the price of each other service (e.g. SMS, MMS, etc.) within the offer must not exceed the best price applied by the operator to all other users for the same service.

Mobile virtual operators  without offers matching the above use profiles must give blind users a 50% discount on their best data offer, plus 2000 minutes of free calls.

 

Where can detailed information on the offers be found?

All mobile operators must publish information on these specific offers, with the relevant forms, on their websites.

To facilitate understanding, offers for deaf customers must be illustrated with appropriate graphic diagrams or by means of a video using sign language; offers for blind customers must be explained with appropriate textual alternatives or by means of an audio guide. 

 

How can the offers be accepted?

 

Acceptance of the offer must be addressed to the service provider by submitting a medical certificate attesting to the disability issued by the competent public health authority together with the offer acceptance form and attachments (e.g. identity document).

 

Are there any limits to the offers that can be subscribed to?

 

Yes, each deaf or blind user can take up the specific mobile network offer for only one mobile phone number. The operator supplying that offer may ask the customer to sign a contractual commitment to comply with that limit.
