Support for fixed-network services for deaf and blind users

What support is available for fixed network services?

 

Deaf users, blind and partially-sighted users and users with a deaf or blind household member can choose between:

 

  • a 50 % reduction on the monthly fee for their unlimited or limited home bundle (voice calls and data);
  • a 50 % reduction on the internet browsing offer from a fixed location (the discount is applied to the full price of the offer and not to any promotional price);
  • at least 180 (one hundred and eighty) hours of free internet browsing per month for all pay-as-you go data offers.

 

Any request by the user to change the pricing plan, irrespective of the connection technology, where technically possible, shall be executed by the service provider at no cost to the end-user, except in cases of repeated and unjustified requests to change the plan.

 

Where can information on the offers be found?

 

All operators offering fixed network voice call and data services must publish a dedicated page on the available concessions, with the relevant forms, on their website. To facilitate understanding, the offer for deaf customers must be illustrated with appropriate graphic diagrams or by means of a video using sign language; the offer for blind customers must be explained with appropriate textual alternatives or by means of an audio guide. 

 

How can the offers be accepted?

 

The user must submit an application to the operator, accompanied exclusively by a medical certificate attesting to the disability, issued by the competent health authority. Where the application is made by a customer living with the disabled person, a certificate listing the members of the household must also be submitted. The exemption and concessionary terms shall be granted from the day on which the application is submitted and for the duration of the contractual relationship. 

Are there any limitations on subscribing to the offers?

Yes, each disabled user is entitled to a discount on only one contract.

 

Are there any additional concessions for deaf users?

 

Yes, Resolution 46/17/CONS provides specific support to deaf users for services subject to universal service obligations. (Italian only)
