Support for deaf and blind users

Are there any reductions for users with disabilities?

Yes, the Authority has established specific measures to ensure, under equal conditions with other users, access to, choice and use of electronic communication services by users with disabilities. Eligible to the benefits are:

  • deaf and total blind users, who are entitled to subscribe to both a special fixed-line offer and to a mobile communication offer;
  • partially-sighted users, who can enjoy favourable conditions either for landline services or for mobile communications services;
  • subjects whose walking ability is seriously reduced (recognized as such on the basis of the disability report referred to in article 30, paragraph 7, law no. 388/2000). For these users, a twelve months (or plus) experimental phase of application of the measures is envisaged, as well as a time window of 90 days (1 January -1 April 2022) to send requests for membership.

Measures concern;

  • fixed-line services;
  • mobile and personal communication services;
  • transparency of billing and customer care.

Resolution no. 290/21/CONS provides for a diversified range of subsidized offers for mobile communications services; beneficiaries can choose the one that best suits their consumption profile. For this reason, the Authority has defined a threshold of 50 gigabytes, on the basis of which operators must identify, among the various offers on the market, an offer with data availability
below the threshold, one with higher data availability and a unlimited offer. Price charged to beneficiaries must be equal to 50% of the base price of the relevant market offer.
